How to stay warm at Christmastime without turning up the thermostat too high? - heated mittens

When the heat is the electricity bill is very high ($ 1000/month). Can you suggest a type or brand of Portable heater does not use too much electricity. Not having to heat the entire house, or just one room too few. Yes, we have tried to put on sweaters, coats, gloves and scarves. Thank you.
