It is a very sad what happened to the Chinese people during the shaking of the earth in recent years. Million homeless and supporting the Chinese government has asked the people for millions of tents to provide shelter. Most shops in the import of the United States and in many parts of the world were mainly produced in China. So instead of shipping the product overseas and then ask to donate again, it would not be made faster and more convenient to the victim with the product for the majority to ensure in their own country?

What is the difference? They lost nearly or over 1 / 2 million! Thou shalt not kill us, by supporting them, their own products.
Perhaps, where the shops are not accessible, or perhaps because many dead there, there is someone to produce a product.
It is the coordination of infrastructure. Look what has happened in the United States, Louisiana. Ideally, in a crisis situtation just give people on the ground they need, and all is well. But sometimes the self-help system is simple and combined foreign aid is required.
